“Say to the people of Israel, ‘Choose the cities where you may go and be safe when you are in trouble, as I said to you through Moses. So the man who kills any person without meaning to or planning to may run to one of these cities. They will be places where you can go to be safe from the one who wants to punish you for the killing. He will run to one of these cities and stand at the city gate. There he will tell his story to the leaders of that city. They will take him into the city and give him a place. So he may live among them.

“Tell the Israelites to designate the cities of refuge, as I instructed you through Moses, so that anyone who kills a person accidentally and unintentionally(A) may flee there and find protection from the avenger of blood.(B) When they flee to one of these cities, they are to stand in the entrance of the city gate(C) and state their case before the elders(D) of that city. Then the elders are to admit the fugitive into their city and provide a place to live among them.
